I was puzzled by what @RA5 said , and I thought the same as you ..... but he states that he uses a VPN ,
so unless the exit node of the VPN is also in Belgium , it can be discounted ( at least a bit ) .
The only other thing I could think of was if the geolocation of the server for this forum was an issue
since the Youtube link is embedded here ......

I'm still curious ..... more pondering needed ..... perhaps

That's quite common with workplace computers ...... sys admins will block certain sites ( social media is another example )
...... something to do with productivity ? ...... or some other kind of managerial psycho-babble squit .
Stoopid story, good effects and a decent waste of 2 hours.
