Nope. Probably 'policy' or 'strategy'. I suppose if the survey shows that smidsy incidents are more anecdotal than actual they won't bother drafting policy to address them?

There is an interesting survey carried out by the DfT here:

It's from 2004, but I can't imagine things have changed that much.
They reckon that in a car vs bike vehicle accident, the car driver is to blame 57% of the time, the rider to blame 22% of the time, pedestrians (get back on the pavement!) 0.3% of the time and the allocation of blame is unclear the rest of the time.
The breakdown of accidents by type is:
L/hand bend lose control = 7.1%
R/hand bend lose control = 5.4%
Rear-end shunt = 11.4%
ROWV (S.M.I.D.S.Y.) = 38.0%
Overtaking accidents = 14.5%
Pedestrian related accidents = 2.6%
