This is an American Police stop of a couple pissed up in a car, and the wife is driving.
The husband decides to pick on the shortest Police Officer, threatening him and repeatedly calling him a "Bitch".
The second Police Officer watching/listening on the perimeter is laughing to himself.
The short Officer being picked on, is apparently, recently retired 5 foot 6 inch tall Marlon Moraes. Moraes is a Mixed Martial Arts Champion, active from 2007 to 2023, with 24 wins, (10 by knockout), 13 losses and 1 draw. He was the World Series of Fighting Bantamweight Champion for a time.
Marlon has cauliflower ears by the way......
