17 bikes worth £40,000. You have to think the media will have exagerated this a bit, but even so, that's an average of £2,350 a bike.
It sounds like he knows his victims and is targeting cheaper older bikes or 125's maybe, where sellers are less clued up.
Afterall, I can't see many people letting him test ride a £20k Panigale.
