Looking for someone with knowledge on how to get mini DV camcorder tapes and DVD’s digitalised to download to Google cloud video and photo storage, all pointers and advice much appreciated, ta!

DVD’s I’ve done using some software called Handbrake.
Fairly straightforward but I did find with some it needs a bit of research to get the correct settings.

Do you use an Apple Mac or have access to one? If so it has some software included with it called iMovie. IMovie can read DVDs and DV camcorders so both can be either inserted into the Mac’s disk drive or connected to the Mac and then the files can be imported into iMovie where they csn then be exported as whatever format you want and then stored wherever.

I have i movie on my I phone, could that work? Possibly not as how do you connect a DV camcorder to it?
Correct. You need a Mac or need to have use of one although I am sure there must be other ways & means.
I have a combined VHS/DVD Player. It copies both ways. I also had a VHS cassette case into which you put the mini DVD so you can play them as a full size one. 2 problems though. The DVD player side is faulty won't open the drawer. And I have misplaced the cassette holder.
